On July 30, 2002, during the Throne Speech, His Majesty King Mohammed VI announced the decision to create a “major, structuring, port, commercial, and industrial complex on the shores of the Strait, to the East of Tangier.” With this announcement, Morocco embarked on a long-term project marked by the progressive commissioning of various infrastructure within the complex, opening the way for new prospects for the development and competitiveness of the Moroccan economy with each new realization.

Beyond the establishment of port infrastructure, the goal was to build and manage an integrated project with multiple dimensions, whether economic or territorial. Anchored to global trade flows, the success of Tanger Med was conditioned from its inception on the ability to implement a project up to the standards of its competitors, the major global port, industrial, and logistics platforms. The powers and responsibilities of TMSA are defined by decree-law N° 644-02-2° of 2 Rajab 10-1423, September 2002, establishing the special development zone Tanger Med.

In this context, the Moroccan state entrusted TMSA with the following main missions:

  • Conducting all technical and economic studies related to the port and free zones, as well as developing a general development plan for the special development zone.
  • Contributing to the research and mobilization of the necessary financing for the realization of the components of the Tanger Med project.
  • Developing and operating the new port and logistics, industrial, commercial, and tourist activity zones.
  • Promoting the port and activity zones commercially.
  • Granting concessions, as appropriate, for activities in the port and free zones.
  • Managing the public domain of the zone.
  • Overseeing port operations by fulfilling the responsibilities of the Port Authority.
